Multiply 8 V by 400 A and you land exactly on 3200 W, so the corner point uses the full rating. However, most real test points sit below that corner. Check each one against the Keysight data sheet, because the rating is a limit and your test must stay inside it.
Why 400 A makes cabling the main task
At this current, a few milliohms of joint resistance turn into heat and lost voltage. With the Keysight N8731A DC power supply, rate every conductor for the full load. Then keep each connection tight and short. In addition, ask an engineer to review the cable and terminal choice before anyone powers a device.
